I think clubs execs worry more about net spends than paying a ridiculous fees for a single player. City's net spend was less than £120m last season. Spurs paid £42m for a young defender from Ajax and still their net spend was in the plus. Arsenal paid £52m for a striker but still made money. We have spent only £136m & £102m the last two windows, which is less than 30% of our yearly revenue. Liverpool haven't (net) spent much since Klopp arrived and next season can balance the books with sale of Coutinho.
It's all about squad management. There are enough bottom clubs with enough money to sell your players to, to balance the books.
If our budget again is £150m, then with smart player sales we can easily spend £200m-£225m. In addition, seems like free agency is going to become more prominent now. We did well to pick up Zlatan last season. This summer teams can have their pick from the likes of Sanchez, Ozil, Gimenez, Goretzka, Fellaini, Can etc.
