I can see Chelsea and Newcastle watching this closely.
I suspect Chelsea did most of their dodgy stuff before the rules were put in place, and Newcastle will surely have taken precautions against it, being so recent. In all likelihood, these two clubs will not be in breach of the rules. Chelsea have set up their youth mill and are selling a hundred players per season in order to finance their transfers, and Newcastle aren't spending extravagantly but rather taking it slow and building up their financial structures ahead of time.

Yes, they taking their time but there will come to a point where they will need to spend big on wages and transfers.

Chelsea, however good their youth mill is, they aint selling 500m worth of transfers.

When Spurs got many of their punishments overturned in 1994 for financial breaches relating to illegal payments, Sugar did it by taking it to arbitration. Not CAS but another arbitration panel. I'd be surprised if we wouldn't be able to do something similar if we need to. Perhaps someone can clarify?
