Were there really less people around doing things like this? There have always been horrific kidnappings and murders, do we have any evidence that it became more prevalent in the 2000's? I'd have guessed the opposite personally.
It's quite difficult to compare between years as laws change and counting methods change, but in short yes. Some crime has reduced, some has gone up, in particular violent and sexual crimes which are probably most relevant to this.
According to police records violent crime has risen from ~100k incidents in 1980 to over 1m incidents in each of the last few years. Rape and sexual assault is even more difficult to quantify as there was a major law change in 2003 amongst other things, but those rates have risen from a couple of thousand cases in the 80s to around 14k in 2007, and almost 60k now.
