Fletcher did not get regular games because United had better players than him to play in midfield. He was just another player. Rashford doesnt have that kind of competition that Fletcher had anyway. He gets to play a lot of game but he has not improved much or at all. He is probably another Welbeck unless he transforms himself to a very good winger.

Not saying that we actually have many ideal candidates to be a tutor, but getting this lad away from the 'Lingard circus' and concentrating on his game would help him fulfill his potential far more in my opinion.

The fact both he & martial has struggled under Jose is no surprise - only makes the blame come down on the manager bit more.
Ultimately Jose has given us what was expected & managed to stall any development of our most highly expected youngsters whilst others are constantly on loan - when they might even look needed once in a whilst.
